AWS has resolved the underlying issue. We are back on our standard auto-scaling infrastructure, and everything is operating normally.

We have identified the issue and applied a workaround.
An upstream outage at AWS in our US region prevented our auto-scaling infrastructure from provisioning new EC2 nodes. This caused overall capacity to be too low, affecting instance deploys, instance scaling, and some existing instances.
We have applied a workaround to manually scale our capacity, which addresses the issue in the short term. We are working with AWS to resolve the underlying issue, while continuing to monitor the capacity.

Investigating
We are investigating an issue with PowerSync in the US region where new processes may fail to provision. This affects instance deploys, as well as auto-scaling on existing deploys.
